Guidance on SELT and the
Early Headship Provision (EHP)
2009 – 2010
What is SELT?
Southern Educational Leadership Trust (SELT) is the provider for Early Headship Provision in three regions of England:
- South East
- London
- South West
SELT is a partnership of Local Authorities, Higher Education Institutions and Dioceses. It is a Registered Charity dedicated to leadership development and supporting work in schools and other educational settings. Our aim is to work in a complementary way with all our partners to ensure that new and acting headteachers are given the best possible support in the early days of headship and beyond. SELT delivers a number of National College for Leadership of Schools and Children’s Services contracts and has a broad repertoire of leadership development activities.
First Steps:
If you have not already registered as a new or acting head on the National College website then please go to www.nationalcollege.org.uk/ehp and complete the online registration form. You may interrogate the National College website and SELT website for comprehensive information on EHP.
Overview of Early Headship Funding:
You will see there are a variety of ways in which you can use your EHP funding. The guiding principles are that its use is:
- supportive to you and your context
- meeting an identified need
- adding to your leadership learning
Meeting Your Needs:
The emphasis within Early Headship Provision is on a coherent personalised experience for all new Headteachers including Acting Headteachers who can now access funding immediately (we would advise Acting Heads to consider carefully the proportion accessed during the ‘acting’ period since they will only be able to access the remainder for emerging needs in substantive headship). It is important that you register for Early Headship as soon as you are eligible, in order to gain the maximum benefit.
IMPORTANT – PLEASE READ THIS SECTION CAREFULLY
Funding/your EHP Grant:
Your Early Headship Grant is £1300 and can be used very flexibly to match your needs in the ways outlined below. Due to the current EHP arrangements gradually closing down the following points now apply:
- New headteachers applying for a grant before 1 August 2009 will receive funding for the New Visions programme and a flexible grant of £1300.
- New headteachers applying for the grant on or after 1 August 2009 will receive the flexible (£1300) grant only.
- The final date for anyone to apply for an EHP grant is 31 March 2010.
- The date by which all grant money must be spent is 31 March 2011.
Your grant is held in a virtual bank account and deductions are made after you undertake a leadership activity or attend an event.
SELT: your ‘home provider’:
SELT is your ‘home provider’ and if you attend any of our conferences, work shops, master classes or leadership activities the cost will be automatically deducted from your EHP grant (the SELT 09/10 activities to date can be viewed on the SELT website).
Other Providers:
All other organisations are called ‘third party providers’. These could be, for example, Local Authorities, Dioceses, Professional Associations, SSAT and/or private providers. You may use your grant totally flexibly to attend conferences, programmes, etc run by these providers that meet your needs/wishes.
You may also attend leadership programmes/activities run by Universities/HEIs but unfortunately your grant may NOT be used to complete a higher degree.

Funding Arrangements:
Third Party Events/Training:
If you choose to attend a programme, conference or activity run by any other organisation than SELT you need to complete a Third Party Activity form before commencing the programme/activity.
Coaching and ‘Learning Sets’
In addition you may wish to use your funding to pay for personal (or small group) coaching. This has proved to be both a popular and highly effective way of using the grant. It allows you to look at issues such as personal effectiveness and strategic planning within your own context. For those in small schools, special schools or schools where it is difficult to leave it enables you to have personalised provision on-site. Small ‘group coaching’ for new headteachers in a network, collaboration or locality is also available.
Coaching:
If you wish to have a one-to-one coach you may choose one from the SELT list of experienced coaches. Your coach will be carefully matched to the focus/foci you wish to develop. Please contact Carly Shannon or Maggie Roger at SELT to discuss your needs/wishes. Alternatively you can self-select a coach and complete the necessary details with SELT before starting the coaching.
All coaching is Third Party Activity and to access it you need to complete a brief Personal Coaching Arrangements Form in advance. Again, a copy can be found via the above link. The average cost of coaching is £250 for a three hour period including the SELT administration. However there is the flexibility to vary the rate or pay your coach’s travel if applicable. Any variation needs to be agreed with your coach and the information sent to SELT in order to maintain accurate records.
National College Senior Team Leadership Programmes:
Finally, but very importantly, you can use your EHP grant to pay for your share of the National College’s exciting new Senior Team Leadership Programme ‘Developing Senior Leadership Teams’ (DSLT).
DSLT covers developing team, individual and organisational effectiveness to raise standards and create a culture that promotes the achievement of all. The structure allows flexibility and contextualisation to a school’s specific needs and priorities. It contains a residential, be-spoke consultancy visits and an impact, evaluation and next phase planning day. The programme lasts between 6-9 months and is an excellent way for a new or newish head to work in a sustained way with their leadership team. This programme is currently only available in the Secondary phase or Special Schools with Secondary age pupils. SELT is able to help Primary heads with a similar team development programme be-spoke to their needs.
